The Institute of Legal and Policy Strategy (ILPS) has honored Dr. (Barr.) Wilfred Latimore Oghenesivbe, Director-General of the Delta State Bureau for Orientation and Communications, with admission into its prestigious Fellowship cadre, marking the highest membership status offered by the Institute.
In an official letter dated January 19, 2026, and signed by Prof. Elizabeth Aishatu Bature, Associate Professor at the Nigerian Defence Academy and Registrar of ILPS, the Governing Council commended Dr. Oghenesivbe’s extensive professional experience and academic qualifications that qualified him for this esteemed recognition.
The ILPS is a professional organization dedicated to advancing law and policy across Nigeria and Africa, focusing on innovative solutions through research, advocacy, and strategic governance. It is accredited by the Council of Legal Education, the Nigerian Advanced Institute of Legal Studies, and the Nigerian Bar Association, and engages in public interest litigation to promote effective policymaking.
In the admission letter, Prof. Bature highlighted Dr. Oghenesivbe’s alignment with the standards and values of the Institute, stating, “As a Fellow, you are entitled to all rights and privileges associated with this status. Congratulations.”
Upon receiving the honor, Dr. Oghenesivbe expressed his gratitude to the ILPS Governing Council, reaffirming his commitment to enhancing legal knowledge and policy strategy management. He emphasized the importance of understanding law and policy for effective communication of government initiatives within a constitutional democracy.
Dr. Oghenesivbe also acknowledged the Governor of Delta State, Rt. Hon. Sheriff Oborevwori, for his continued support of human capacity development for civil and public servants, contributing to improved productivity and service delivery across the state.
A highly qualified professional, Dr. Oghenesivbe possesses academic credentials in Law, Political Science, Public and International Affairs, and Mass Communication, among others. He is currently pursuing a second doctorate in Mass Communication at Delta State University, Abraka. An alumnus of several prestigious institutions, he is a Barrister and Solicitor of the Supreme Court of Nigeria and an active member of various professional organizations.
Dr. Oghenesivbe is also known for his extensive travel and is happily married with children.
