Delta Lawmakers On Six Weeks Recess As Guwor Reiterates Commitment To Sound Legislature

In a significant development, the Speaker of the Delta State House of Assembly, Rt Hon Emomotimi Dennis Guwor, during the last plenary session of the House, ruled in favour of a six weeks annual break for members of the 8th Assembly.

The six-week recess for the lawmakers, is effective from Tuesday, 22 July 2025 as they are expected to reconvene on Tuesday, 2 September 2025 to continue the 3rd session of the present Assembly.

This strategic recess, according to the proactive and diligent Speaker of the House, Rt. Hon. Emomotimi Dennis Guwor, is intended to give members ample time to reconnect with their constituents, recharge, and refocus on their legislative responsibilities for more effective representation.

 

The Speaker’s remarks before hitting the gravel that sealed the approval for the six weeks break, underscores his commitment to transition from recess into a forward-focused legislative phase as coming days come a period of great expectations towards peace, good governance, and drive for more tangible development in Delta State

The Speaker was specific on the need for the lawmakers to utilize the period to engage with their constituents, listen to their concerns, and gather valuable insights that would inform decisions on the floor of the House when they return from the break.

This directive further underscores the Speaker’s unwavering commitment to keeping the Assembly responsive to the needs and aspirations of the people.

The message to his colleagues is clear: to return as better legislators, equipped with a deeper understanding of their constituents’ needs and challenges, and fully committed to their collective promise of building a more effective, responsive, and accountable legislature.

The message serves as a reminder of the importance of constituent engagement and the need for legislators to remain connected to the people they serve. It is expected that this break will not only rejuvenate the lawmakers but also equip them with fresh perspectives and ideas to drive legislative progress in the state.

Testimonies abound on the Speaker’s unwavering commitment to building a sound and vibrant legislature, as reflected in his inclusive and purposeful leadership style. He places high priority on the needs and welfare of the people, a principle that continues to drive his push for meaningful legislation. In doing so, he consistently seeks greater support, understanding, and collaboration from colleagues, constituents, and key stakeholders.

Rt. Hon. Emomotimi Dennis Guwor, who also serves as the National Treasurer of the Conference of Speakers of State Houses of Assembly in Nigeria, has undoubtedly played a pivotal role in shaping the future of governance in Delta State.

Tuesday 22 July 2025, was exactly two years and forty days, the youthful Rt Hon Emomotimi Dennis Guwor assumed office as Speaker of the 8th Assembly of the Delta State House of Assembly.

In this period of presiding over the other twenty 28 members of the Assembly as the first among equal, he has demonstrated resolve to build a legislature that is people-centric, responsive, and accountable, hence his unrepentant drive for legislative initiatives that address the pressing needs of the state.

His leadership has continued to set a new standard for legislative excellence, making Delta State House of Assembly to always standout in the comity of States Legislature. His commitment to ensuring that the Assembly remains focused on delivering value to the people is commendable and testament to his vision for a better Delta.

The annual recess of the Delta State House of Assembly is a statutory right enjoyed by all workers, whether in the public or private sector. However, this break comes after an intense period of robust legislative activity, marked by the processing of several impactful bills, motions, and other legislative instruments directly aimed at improving the welfare of the state and its citizens.

Notably, on Wednesday, April 10, 2025, the State Governor Rt. Hon. Sheriff Oborevwori assented to seven critical bills passed by the Assembly. These laws span key sectors including physical planning and urban renewal, electricity sector reform, child rights, health, technology, infrastructural development, governance, and social services, underscoring the Assembly’s commitment to meaningful, people-focused legislation.

As the Speaker, Rt. Hon Guwor has prioritized improved welfare and capacity building for not only Members, but aides and Assembly staff, promising upgrades of physical infrastructure and more trainings to elevate productivity and legislative quality.

He has also promised the irrevocable commitment of the House to passing bills and motions that align with the “Renewed Hope for MORE Agenda” of Governor Sheriff Oborevwori.

The resignation of 22 PDP lawmakers, including Mr Speaker himself to APC,
consequently transforming the Assembly into a one‑party legislature of 29 APC members, recorded a new momentum in the political landscape of Delta state.

Beyond any undercurrents, the development could only bring support to Guwor’s appetite for more legislative successes and development in the state as Delta now connects to the government at the center.

The Speaker had always wanted institutional strengthening for sustained legislative productivity as well as a synergy that would advance peace, security and state wide prosperity. Robust oversights is expected and basking in the spotlight of the parable of the broom (which members now have comfort holding), Rt Hon Guwor is sure that his team will meet the expectations of the people as provided by the Constitution of Federal Republic of Nigeria.

Activities in the past months already affirmed the House commitment to working closely with the Executive to ensuring seamless execution of development programmes.

In reference to the Speaker’s charge to members on responsive representation as they embark on the six weeks break, the Legislators are expected to engage actively with constituents, ensuring that local concerns about their wellbeing, education, healthcare, livelihoods, and security inform legislative priorities upon resumption in September.

Focus should remain on legislation that enhances transparency, accountability, fiscal discipline, good governance and citizen participation in the affairs of the state.

The annual recess is timely and Mr Speaker reminding his colleagues on importance of constituent engagement and the need for them to remain connected to the people is commendable. Upon return from their break, it is expected that they will be refreshed, refocused, and ready to drive more legislative progress in the state.

The Speaker’s continued commitment to a sound legislature remains his most valuable asset that will undoubtedly continue to shape the future of governance in Delta State.
